ISIC / ITIC CARD ISSUING TERMS AND CONDITIONS

1. General provisions:
1.1. LLC ISIC.lv is the only licensed distributor by the International ISIC Association (ISIC Association) of ISIC scholar, ISIC student and ITIC pedagogy staff cards in the territory of the Republic of Latvia.
1.2. ISIC scholar, ISIC student and ITIC pedagogy staff cards are internationally recognized and UNESCO-accredited ID and discount cards for scholars, students and pedagogy staff.
1.3. Card is issued to a person who has provided correct information, attached a photo, (scholar/student/pedagogy staff) status verification document and has consented to the processing of persons personal data for card issuance and verification in the State Education Information System (VIIS).
1.4. LLC ISIC.lv representative may perform document legitimacy verification at educational institution. LLC ISIC.lv representative shall perform the verification without prior coordination with the card applicant.
1.5. If any discrepancy in the information provided or any deliberate misrepresentation, including the use of another person’s personal data, is identified, SIA ISIC.lv reserves the right to refer the matter to the State Police of Latvia. No card shall be issued to a person who has provided false information or deliberately misled the company, and any amount paid shall be non-refundable.

2. Educational institutions whose students and pedagogy staff are eligible to receive ISIC / ITIC cards:
2.1. LLC ISIC.lv issues ISIC scholar identification cards to scholars of the following educational institutions:
2.2.1. Scholars of municipal and private general education institutions;
2.2.2. Scholars of boarding schools;
2.2.3. Scholars of vocational secondary schools, vocational schools, trade or craft secondary schools, and technical schools.
2.2. LLC ISIC.lv issues ISIC student identification cards to students of the following educational institutions:
2.2.1. Higher education institutions that are licensed and accredited educational institutions in Latvia;
2.2.2. Colleges that are licensed and accredited educational institutions in Latvia.
2.3. LLC ISIC.lv issues ITIC pedagogy staff identification cards to the teaching and administrative staff (excluding technical personnel) of the following educational institutions:
2.3.1. Pre-school educational institutions;
2.3.2. Municipal and private education institutions;
2.3.3. Higher education institutions;
2.3.4. Colleges;
2.3.5. Boarding schools and special education institutions.
2.4. The ITIC Pedagogy card shall be issued if a certificate issued by the educational institution confirms that the teacher works at least 18 hours per week at the respective educational institution...
2.5. Educational institutions providing any of the above-mentioned forms of education shall be registered in the Register of Educational Institutions and accredited in order for their students and staff to be eligible to obtain ISIC or ITIC Cards.
2.6. ITIC Cards may be issued upon submission of additional supporting documents by:
2.6.1. Teachers employed by municipal non-formal education institutions, where the regulations of the respective non-formal education institution provide for compliance with the requirements set out below.:
2.6.1.1. Classes at the Children and Youth Centre are held five or six days a week.;
2.6.1.2. The non-formal education institution provides educational activities for students throughout the calendar year;
2.6.1.3. The target audience of the non-formal education institution is children and young people aged 13 to 25.
2.6.2. The Card shall be issued to the pedagogy staff of a non-formal education institution provided that the person demonstrates that they perform teaching duties at a Children and Youth Centre for at least 18 hours per week.

3. Documents certifying enrolment status:
3.1. The following documents shall be deemed to constitute proof of scholar status:
3.1.1. Scholar identification card;
3.1.2. E-talons scholar card issued or renewed during the current academic year;
3.1.3. A certificate issued by the school, dated no more than three months prior.
3.2. The document must be scanned or photographed in such a manner that the following information is clearly visible:
3.2.1. The scholar’s first name and surname;
3.2.2. The scholar’s personal identification number;
3.2.3. The name of the educational institution;
3.2.4. The class in which the scholar is enrolled;
3.2.5. The validity period or the academic year to which the document relates.
3.3. The validity period of the issued ISIC card shall correspond to the validity period of the scholar status specified in the supporting document. The ISIC card shall be issued for the academic year covered by the school’s confirmation.
3.4. The following documents shall be deemed to constitute proof of student enrolment status:
3.4.1. Student identification card;
3.4.2. A certificate issued by a university or college, dated no more than three months prior;
3.4.3. A signed study agreement concluded no earlier than the beginning of the relevant academic year.
3.5. The document must be scanned or photographed in such a manner that the following information is clearly visible:
3.5.1. The student’s first name and surname;
3.5.2. The student’s personal identification number;
3.5.3. The name of the educational institution;
3.5.4. The educational format – full-time or part-time studies.
3.5.5. The validity period or the academic year to which the document relates.
3.6. The validity period of the issued ISIC card shall correspond to the validity period of the student status specified in the supporting document. The ISIC card shall be issued for the academic year covered by the confirmation issued by the university or college. The certificate must be dated no more than three months prior to the date of its presentation.
3.7. . The following documents shall be deemed to constitute proof of pedagogy staff status:
3.7.1. A certificate issued by the educational institution, dated no more than three months prior, confirming the individual’s employment status and workload at the educational institution.
3.8. Pedagogy staff of non-formal education institutions shall additionally provide supporting documents, namely the institution’s regulations and confirmation of the individual’s workload.
3.9. When collecting the ISIC card at the office of LLC ISIC.lv, the original document(s) confirming the individual’s student or employment status must be presented.
3.10. Other types of documents or confirmations shall not be accepted as proof of status, nor shall documents issued more than three months prior, unsigned documents, or unofficial documents be accepted.

4. Photograph for the application:
4.1. The photograph attached to the application must meet the following criteria:
4.1.1. The photograph format - .jpg or jpeg;
4.1.2. The photograph must clearly show the individual applying for the ISIC card and whose personal data are provided in the relevant application;
4.1.3. The photograph must be in portrait orientation.;
4.1.4. The background of the photograph must be plain and light-colored.;
4.1.5. No color or effect filters may be applied to the photograph.;
4.1.6. The face must not be obscured by sunglasses or any other objects.

5. Validity periods:
5.1. Unless otherwise provided for in the cooperation agreement between LLC ISIC.lv and the respective educational institution, the validity period of the issued cards shall be governed by the rules of the International ISIC Association, which provide as follows:
5.1.1. The validity period of an ISIC card is fixed from the beginning of the academic year – September – until the end of the following calendar year – December.
5.1.2. The validity period of the card shall be updated at the beginning of each academic year (in Latvia, in September). For example: if an application for a card is submitted during the period from 01.09.2026 to 31.08.2027 and proof of student status for the 2026/2027 academic year is provided, an ISIC / ITIC card may be issued with a validity period from 09/2026 to 12/2027 (unless a different validity period is specified in the cooperation agreement). If an application for a card is submitted during the period from 01.09.2027 to 31.08.2028 and proof of student status for the 2027/2028 academic year is provided, an ISIC / ITIC card may be issued with a validity period from 09/2027 to 12/2028 (unless a different validity period is specified in the cooperation agreement).
5.2. Upon receipt of the card, the cardholder must immediately verify the information stated on the card and its validity period.

6. Receipt and delivery of ISIC / ITIC cards:
6.1. ISIC / ITIC cards applied for online via www.isic.lv may be collected from the LLC ISIC.lv office at Kr. Barona Street 24/26, 3rd floor, no later than three months after the date of application.
6.2. ISIC / ITIC cards that are not collected within two months from the date of application shall be destroyed. No refund shall be issued for uncollected cards.
6.3. The application form allows the applicant to select delivery of the card by post within Latvia or abroad. The cost of the service shall depend on the postal service tariffs established by VAS “Latvijas Pasts”. Items shall be prepared for dispatch and delivered in accordance with the delivery method selected by the customer – ordinary mail, tracked mail, or registered mail. The delivery process shall be carried out in accordance with the postal delivery terms and conditions of VAS “Latvijas Pasts”.

7. ISIC / ITIC card return:
7.1. The card may be returned if the ISIC issuer has incorrectly entered information on the card.
7.2. If the incorrect information was provided or entered by the customer, the card cannot be returned.
7.3. Any questions or objections shall be raised at the time of receipt of the card.
7.4. A refund shall be made only where the customer has inadvertently made a duplicate payment or overpayment. The refund shall be made upon the customer’s written request within two weeks from the date of receipt of the request.

8. Data:
8.1. The personal data provided by the customer shall be used for the production and personalization of the card and for the storage of such data in the databases of LLC ISIC.lv and the International ISIC Association.
8.2. Access to the customer’s data may be granted to certain service providers, including, for example, data server maintenance providers, e-mail service providers, VIIS, LIZDA, as well as administrators of educational institution databases, but only to the extent and in accordance with the procedures provided for in the respective cooperation agreements entered into by LLC ISIC.lv.
8.3. The customer’s personal data shall not be disclosed to third parties without the customer’s prior consent, except where such disclosure is required or permitted by applicable laws and regulations.
8.4. The customer may request the correction or deletion of their personal data from the ISIC database, in which case their ISIC / ITIC card shall be cancelled.
8.5. The customer’s data shall be automatically anonymized or deleted from the ISIC database no later than 19 months after the expiry of the validity period of the ISIC / ITIC card.
8.6. If the customer selects the option to receive ISIC news when submitting an application for an ISIC / ITIC card, the customer shall subsequently receive such news by e-mail several times per month. The customer may unsubscribe from receiving such newsletters by selecting the relevant unsubscribe option.
